CGTN: Tech, politics and ambition: How Huawei’s Meng Wanzhou stepped into a perfect storm between China and U.S.

Meng Wanzhou’s release reveals Washington’s attempt to prevent its stiff competition with Beijing from veering into a conflict, but it’s far from being a reversal in bilateral tensions.

BEIJING, Sept. 26, 2021 /PRNewswire/ — “I’m finally back home,” Huawei’s chief financial officer Meng Wanzhou said when landing at the Shenzhen airport Saturday evening.

After nearly three years of being held under house arrest in Canada, Meng and her legal team reached a deal with the U.S. Justice Department on Friday which allowed her to return to China. The moment marked the end of a prolonged legal and political saga which took place amid rising tensions between Beijing and Washington.

Shortly after the deal was reached, Meng boarded a charter Air China flight headed to the southern Chinese city of Shenzhen where Huawei is based.

Meng, 49, has not pleaded guilty to fraud charges. Under the agreement, she will not be prosecuted further in the U.S. and the extradition proceedings in Canada will be terminated, according to a statement released by William Taylor III, one of the lawyers representing Meng.

“Facts have already proven that this is a political persecution against a Chinese citizen and its aim is to suppress Chinese high-tech companies,” said China’s Foreign Ministry spokesperson Hua Chunying on Saturday.

What happened three years ago?

On December 1, 2018, Canadian authorities arrested Meng at the request of the U.S. government which accused her of wire fraud and sought her extradition. The incident took place as the Trump administration adopted an aggressive approach in dealing with China on a variety of issues including trade and technology.

Four months before Meng’s arrest, the U.S. government fired the opening salvo against Chinese high-tech companies by issuing a ban on the federal government use of products by Huawei and ZTE – two leading Chinese providers of telecom equipment, citing security concerns. The following year, Huawei was added to the U.S. Commerce Department’s Entity List, which effectively banned American companies from doing business with the Chinese tech giant.

Why now?

Over the past three years, Meng’s detention has been a thorny issue between Beijing and Washington. Tensions that were unfathomable years ago have taken an incendiary crescendo.

There are two factors that facilitated her release, according to Guo Changlin, a former senior diplomat at the Chinese Embassy in the U.S.

“U.S. President Joe Biden is looking to meet with his Chinese counterpart Xi Jinping at the upcoming G20 summit in person. [Also] Justin Trudeau has just been re-elected as Canadian prime minister [by a narrow margin] and is eager to fling off Meng’s case, which after all has been a protracted bone of contention between China and Canada,” Guo told CGTN during a phone interview.

Despite Washington’s hardline China policy, Biden himself developed a close relationship with Xi when the two were vice presidents. Biden has been to China four times and the two met 11 times in person, noted Li Cheng, director of the John L. Thornton China Center at the Brookings Institution.

“My point was that when I came back from meeting with him [Xi] and traveling 17,000 miles with him … – that’s how I got to know him so well,” Biden remarked during a February town hall meeting.

“They have a personal friendship but how far Biden could go in light of nationwide anti-China sentiments remains to be seen,” said Guo.

Li believes that Biden has to flex his muscles since the U.S. voter base is increasingly embracing the anti-China messaging. “He’s not that confrontational himself,” he added.

What does Meng’s release mean to China-U.S. ties?

The release shows Washington’s attempt to prevent the stiff competition from spiraling out of control, but it falls short of being a reversal in bilateral tensions, according to Guo. The charges against Huawei remain in place, and the tech giant is still on the U.S. blacklist.

The tech war is brewing. The U.S. pioneered the third industrial revolution and it’s been at the very top of the pyramid over the decades. However, on the threshold of the 21st century, China and the U.S. have become fierce contenders in the fourth industrial revolution, which is dominated by chips and algorithms.

The White House listed China as “the only competitor potentially capable of combining its economic, diplomatic, military, and technological power” in its Interim National Security Strategic Guidance.

“The end of the engagement era could date back to 2010 when China became the world’s second largest economy,” said Guo. When China’s GDP exceeded 60 percent of that of the U.S. in 2014, hostility further grew, with containment policies ranging from trade to human rights over the years.

Washington’s attempt to contain Beijing in the high-tech realm predates Donald Trump’s trade war and continues to this day. A hi-tech decoupling looks inevitable.

Fair autumn weather forecast for three days

Temperatures on Monday are expected to hover around annual average, so moderate autumn weather will prevail in most parts of the Kingdom, except in the Jordan Valley, the Dead Sea and Aqaba where it will be hot, with low clouds, according to the Jordan Meteorological Department (JMD).

In a daily report, the weather department warned of poor visibility due to dust in the Badia areas and fog formation over heights in the late night hours.

As we head into Tuesday, mercury levels will drop few degrees, bringing relatively hot conditions in the Jordan Valley, the Dead Sea and Aqaba, while it will remain fair in other regions, with low clouds and a chance for light showers of rain in the northern areas, the JMD said.

On Wednesday, similar moderate conditions will continue to persist, with partly cloudy skies and northwesterly moderate to brisk winds, the forecasters added.

The highs in Amman and other highlands across the Kingdom on Monday will range between 26 and 30 degrees Celsius. In the late afternoon and evening hours, cooler weather is forecast as mercury levels slide to 16C or even 12C in the southern highlands.

In the port city of Aqaba, daytime temperatures will stand at 37 degrees, while lows will slide to 24C at night.

Black liquid seen on Dead Sea shore not oil, says ministry

A black liquid seen gushing from the ground on the Dead Sea shore is actually “bad smelling water” and not crude oil, the Ministry of Energy and Mineral Resources said on Monday.

The ministry said in a statement that a technical team visited the site after a video went viral on social media networks claiming the liquid was crude oil.

It added that the team checked the liquid and found out that it is nothing but “bad-smelling water” composed of silt, mud and dissolved black salt.

Hikma Pharmaceuticals agrees to buy Custopharm Inc. For $375 Mln

Hikma Pharmaceuticals PLC said on Monday that it has agreed to buy Custopharm Inc. for $375 million with a further $50 million upon achieving certain commercial milestones.

The London-listed pharmaceutical group said that the U.S.-based supplier of injectable medicines complements its product portfolio and pipeline, and enhances its R&D capabilities.

In a statement, the company said that the acquisition, to be funded from existing cash resources, also strengthens its platform for future growth, as Hikma expects Custopharm to generate revenue for 2021 in excess of $80 million, and for the acquisition to be accretive to its injectable operating margin.

“With this acquisition, Hikma will have a differentiated U.S. portfolio of close to 130 injectable medicines, a more than fivefold increase over the last decade. Through this broad portfolio and by combining Custopharm’s strong R&D capabilities with our high-quality and extensive manufacturing footprint, we will be in an excellent position to better serve the growing needs of hospitals, doctors and patients,” the statement added.

Jordan, Syria discuss cross-border transport

Officials from Jordan and Syria on Monday will hold talks to discuss cross-border transport, according to Transport Minister, Wajih Azaiza.

Speaking to the Jordan News Agency (Petra), Azaiza said the talks will tackle freight challenges, the back-to-back shipment protocol, the suspension of the Jordanian Syrian Land Transport Company and the fees imposed on trucks at the borders.

The minister voiced hope that today’s meeting will propose real solutions to both countries’ common challenges in the fields of transport, industry, trade and water.

JTI Jordan signs development agreement for rehabilitation center

The Japan Tobacco International (JTI) signed Monday an agreement with the Al Talbieh Community Rehabilitation Center, as part of its social responsibility and commitment to supporting communities.

In a statement, the JTI said this agreement is a continuation of its efforts in developing and sustaining local communities in underprivileged areas, as well as expanding its partnerships with active community-based organizations. It also contributes to national efforts to achieve sustainable development.

The agreement was signed by JTI Jordan’s General Manager, Andrew Stevens and the Center’s President, Issa Al Khatib, in the presence of the President of Al Qastal and Al Mushatta Investors’ Association, as well as the Head of the Higher Coordination Committee for the Rehabilitation of Disabled People, Qassem Abu Al Shabab.

“We consider ourselves partners with local communities and a part of an integrated system that is committed to developing the community and its members. Our priority is to serve the areas where our factory is located as part of our appreciation for incubating our business,” remarked Stevens.

For his part, Al Khatib considered the cooperation between JTI and the Center a successful example of private sector’s support of humanitarian initiatives and causes. Speaking on the agreement, he said it “will directly reflect on the development of the local community in our area through the renovation of the center. This achievement will contribute to extending the center’s services for more years to come and ensuring it has the proper capacity to better serve people with disabilities.”

Established in 1994, Al Talbieh Community Rehabilitation Center serves Al Giza District south of the capital and is located in the Al Talbieh Refugee Camp, which has 8,500 refugees. The center is supported by the Al Qastal Investors Society, private sector donations and individuals.

The center aims at integrating people with disabilities within their communities and improve their living conditions, in addition to contributing to positively changing the community’s perception of them. It also works on engaging the local community by raising awareness on the issues and needs related to people with disabilities especially in providing necessary treatment and home equipment.

Jordanian-Syrian ministerial meetings kicked off in Amman on Monday to discuss means to enhance bilateral cooperation in the fields of trade, transport, electricity, agriculture and water resources.

The meetings aim to revitalize the economic relations between the two countries and restore trade exchange to achieve common interests.

On the Jordanian side, the ministers of Industry, Trade and Supply, Water and Irrigation, Transport, Agriculture, Energy and Mineral Resources participated in the meetings, while on the Syrian side, the ministers of Economy, Foreign Trade, Water Resources, Agriculture and Agrarian Reform and Electricity took part in the meetings.

China’s digital economy hits $6 trillion in 2020

China’s digital economy hit 39.2 trillion yuan (approximate to $6 trillion) in 2020, according to China Internet development report 2021.

Released at the Wuzhen summit of the 2021 World Internet Conference on Sunday, the report indicated that the country’s digital economy accounted for 38.6% of GDP, maintained a high growth rate of 9.7%, and became a key driving force for stabilizing economic growth.

“In 2020, the volume of e-commerce transactions recorded in China reached 37.21 trillion yuan, up 4.5 percent from 2019, while the operating income of the e-commerce service sector reached 5.45 trillion yuan, an increase of 21.9 percent year on year,” according to the report.

“The digital economy has become a key option for countries around the world seeking to hedge against the impact of the COVID-19 pandemic and to speed up economic and social transformation,” said a report on global internet development concurrently released on Sunday, adding that new information infrastructure has gradually become a new driving force for global economic growth.
