‫رواندا تستضيف المنتدى الأفريقي الحادي عشر للإقتران والترابط (AfPIF)

الحدث السنوي بمثابة منصة لتوسيع وتطوير الإنترنت في أفريقيا

‫Global Times: CPEC تضع الأساس للتحديث الاقتصادي المستدام للشعوب الأصلية؛ النمو داخل المنطقة وعبرها هو الخطوة التالية المنطقية: باكستان مساء

Gov’t committed to expanding access to legal aid, says minister

The government is committed to expanding access to legal aid as a fundamental guarantee of a fair trial and as a key component of Jordan’s commitments under the United Nations’ sustainable development agenda, Minister of State for Legal Affairs Wafaa Bani Mustafa said Wednesday.

The Minister told a conference on legal aid in Amman that the Ministry of Justice had already established a directorate and a legal aid fund to ensure the sustainability of this type of assistance and not rely solely on volunteers.

The conference, organized by the Justice Center for Legal Aid, brought together government and civil society stakeholders to discuss how to standardize and regulate legal aid on a national scale in order to promote justice and equality for all.

Bani Mustafa emphasized that the government is committed to enhancing coordination between the Ministry of Justice, the Judicial Council, the Bar Association, and civil society in order to advance legal aid and guarantee citizens’ access to justice.

She expressed hope that the conference will produce a clear vision for developing legal aid services, providing protection for the vulnerable, especially children, victims of violence, and other high-risk groups, and allowing them to fully exercise their rights.

In turn, Maha Khatib, Chair of the Administrative Board of the Justice Center for Legal Aid, stated that this conference is a call to the various stakeholders to continue the dialogue in order to achieve the noble goal of ensuring that no one is denied access to justice, adding that failing to meet the needs of the weak and helpless “places us in a position of great social, legal, and moral responsibility.”

She explained that her center is pursuing a national legal aid system, noting that 70 percent of individuals appear in court without an attorney and one out of every five families is exposed to “legal issues.” She added that only 3 percent of violence victims seek legal counsel, so it was necessary to improve access to justice and promote the rule of law.

The Resident Representative of the United Nations Development Program in Jordan, Randa Aboul-Hosn, said that access to justice is a fundamental right, noting that legal aid has been recognized since the 1990s and that everyone has the right to seek legal assistance at all stages of litigation in order to protect and establish their rights.

She added that, according to the basic principles of the rule of law, it is the responsibility of the government to ensure that everyone, regardless of means or background, has access to legal representation to protect their rights before the law.

Aboul-Hosn cited the 2011 adoption by the United Nations General Assembly of the Principles and Guidelines on Access to Legal Aid in Criminal Justice Systems, which requires member states to establish an accessible and reliable judicial system for all social groups, particularly children and women.

For her part, Bella Fernandez, a representative of the Spanish Agency for International Development Cooperation, underscored that the conference provides an opportunity to coordinate efforts to provide legal assistance to the most vulnerable groups, emphasizing that achieving this goal requires a public-private partnership that leverages the expertise and knowledge of the various stakeholders.

House continues debate of new investment bill

Dughmi called on MPs to submit proposals on the bill’s items in advance to be then included on the agenda for open debate.

The House approved the decision of its Parliamentary Economy and Investment Committee related to Article 13, which granted the Council of Ministers, the power to approve any incentives or exemptions for economic activities in any region of the Kingdom, regardless of any other related legislation.

The House also okayed parliamentary proposals to Article 13 related to incentives and investments targeting the Kingdom’s poorest areas aimed to develop the local community.

In addition, the House approved Article 14, which gave the Cabinet the power to grant an one-off approval to establish an investment project, if it constitutes a strategic economic activity, which contributes to achieving sustainable development, replacing any license or permit required by any legislation.

For any related future changes, this article said this approval granted to establish the project, or transfer its ownership or lease it, may not be waived except with the Cabinet’s green light.

Kingdom’s power supplies to West Bank double after Jordan Valley plant’s upgrade

Prime Minister Bishr Khasawneh and his Palestinian counterpart, Muhammad Shtayyeh, inaugurated a major upgrade project at the Ramah power station in the Jordan Valley on Wednesday, doubling Jordan’s energy supply to West Bank cities from 40 to 80 megawatts.

The station will provide electricity to the West Bank cities of Jericho, Jerusalem, Ramallah, and Al-Bireh.

Khasawneh emphasized that the project reflects a central Jordanian commitment to assist in laying the foundation for an independent, fully sovereign, and viable Palestinian state on the lines of June 4, 1967, with East Jerusalem as its capital, and within the framework of the two-state solution.

“We are fully committed to supporting and assisting the Palestinian brothers in order to achieve a just and comprehensive peace for the region based on international legitimacy and the terms of reference for the peace process that were previously agreed upon by the Palestinian and Israeli sides,” Khasawneh said.

The Prime Minister stated that Jordan is doing everything possible to safeguard the historical and legal status of Al-Aqsa Mosque/Al-Haram Al-Sharif and the Islamic and Christian holy sites in Jerusalem.

Khasawneh stated that he briefed his Palestinian counterpart on Jordan’s plans and measures to develop and expand the King Hussein Bridge crossing, adding that “we have today a set of preliminary offers from a number of coalitions seeking to develop the crossing.”

He expressed hope that the planned expansion, in which the passenger track will be separated from the freight track, will be completed by 2025 in order to improve traveler mobility and bilateral trade.

Palestinian Prime Minister Muhammad Shtayyeh, for his part, emphasized the importance of the electric power station project and stated, “Jordan stands with us today in our strategy to gradually disengage from the dependence imposed on us by the occupation in trade, infrastructure, energy, and others.”

Shtayyeh lauded the steps taken by the Jordanian government to make it easier for Palestinians to cross the King Hussein Bridge and to extend the bridge’s operating hours.

The Palestinian Prime Minister stated, “Neither Ramon Airport nor any other airport will be a substitute for Jordan in terms of transportation and movement,” adding that “projects that would harm the shared Jordanian-Palestinian interests will not find an official or popular Palestinian partner.”

RSS organizes ‘policy dialogue for climate’ conference in Lebanon

Energy, water, and environment experts have discussed challenges facing Lebanese municipalities in natural resource and waste management in a bid to expedite economic growth in the country.

The “Policy Dialogue for Climate” was organized by the Royal Scientific Society (RSS) as part of the MINARET regional project on the Water, Energy, and Food Nexus. The project aims to enable municipal governance to achieve climate resilience through the Nexus approach, a concept that describes the complex and interrelated nature of global resource systems.

According to an RSS statement issued Wednesday, representatives from Lebanese public institutions, municipalities, civil society organizations, and ministries participated in the event, in addition to experts in energy, water, and environment and agents from the United Nations Economic and Social Commission for Western Asia.

The conference introduced participants to the MINARET project and the municipal challenges in combating climate change through a review of local laws and an appreciation of the municipalities’ role in development in terms of financial monitoring, administration, and resources governance.

The second phase of the MENA Region Initiative As a Model of NEXUS Approach and Renewable Energy Technologies (MINARET), which is funded by the German Agency for International Cooperation (GIZ) and the European Union, aims to address the MENA region’s unique sustainability challenges and opportunities by increasing local and regional sustainability capacities through synergies between renewable energy technology and efficiency, water management, and food security.

The 4-year project kicked off in the first quarter of 2017 in Jordan, Tunisia, and Lebanon.

New water theft incidents detected in Amman’s southern area-Ministry

The Water Ministry, in cooperation with the Public Security Directorate (PSD), on Wednesday detected new water theft cases in Um Ammad area in southern Amman.

The ministry said its teams removed illegal fixtures on residential waterlines and referred the cases to the concerned authorities to finish investigation and apprehend the violators.

The attacks siphoned off hundreds of cubic metres of drinking water on a daily basis to irrigate green houses and fill ponds, the ministry said in a statement on Wednesday.

The ministry also valued citizens’ cooperation, which enabled its teams to discover theft incidents countrywide, which saved a huge quantity of water.

Amman International Book Fair to feature 400 publishers

Around 400 publishers from Jordan, the Arab world, and around the world have signed up to exhibit at the Amman International Book Fair which will run from September 1st through the 10th, organizers announced on Wednesday.

They added that the exhibit will feature recreational activities, story readings for kids and young adults, poetry and story evenings, and cultural seminars.

At a press conference, Minister of Culture Haifa Najjar explained that the annual exhibition is part of the Jordanian cultural project and that, as in previous years, it will be held under the slogan “Jerusalem: The Capital of Palestine,” with the State of Kuwait serving as this year’s guest of honor.

In turn, Jaber Abu Fares, the head of the Jordanian Publishers Association, stated that the exhibition, which will be held at the Jordan Exhibition Center – Makkah Mall, has become the most significant cultural event in the Kingdom and a major gathering for Arab and international publishers.

The twenty-first edition of the exhibition also honors Jordanian short story writer, television drama writer, and playwright Walid Seif for his prolific literary and dramatic production as well as service to Arab culture.
