Cabinet Approves Key Legislative Changes Affecting Public Sector Employees in Irbid.

Irbid: In a recent announcement, the ministers responsible for Government Communication, Economic Affairs, and Health shared a series of crucial Cabinet decisions aimed at reshaping the legislative landscape for public sector employees. Among the changes is the approval of new guidelines for regularizing the status and granting annual increases based on scientific qualifications, slated for implementation in 2024. These changes will specifically impact employees who began their studies before the new amendments to the Civil Service Law No. (34) of 2024 became effective. According to Jordan News Agency, the newly approved instructions ensure that employees who upgraded their scientific qualifications will receive annual increases, provided they have departmental approval and their specialization aligns with departmental needs. This policy will allow for status adjustments within the same category or to a higher grade, effective from the notification date of the approval. However, these adjustments will not ha ve any retroactive financial implications. The Cabinet also endorsed instructions concerning overtime for 2024, defining the permissible hours and corresponding financial compensation for public sector employees. In addition, exceptional performance guidelines were approved, offering incentives for employees who significantly enhance departmental operations or achieve notable accomplishments, such as innovative proposals, patents, or receiving excellence awards. In further efforts to modernize administrative processes, the Cabinet supported the draft administrative regulations for the Ministry of Investment for 2024, aimed at bolstering the ministry's capacity to attract investments and enhance the national economy's competitiveness. The Cabinet's decisions also included the approval of Amman Municipality Council bylaw for 2024, intended to streamline council operations and clarify member responsibilities. Additionally, a draft law amending the 2024 Staff Regulations of Al-Balqa Applied University received Cabinet approval. This amendment seeks to reorganize employee appointment, classification, and vacation provisions, aiming for a more structured and efficient university staff management system.
