Amman: House Speaker Mazen Qadi emphasized that the Lower House approaches all draft laws with a spirit of national responsibility, aiming to protect citizens' rights and serve the state's higher interests. Qadi, overseeing part of a Legal Committee meeting on a proposed amendment to the Real Estate Ownership Law of 2026, highlighted the importance of considering various opinions to create balanced legislation that aligns with current needs and serves the public interest.
According to Jordan News Agency, the purpose of debating any bill is not just its passage but refining, developing, and improving its provisions to enhance legislative effectiveness and ensure it meets its objectives. Qadi reiterated that the legislature exercises its constitutional role with complete responsibility and transparency to benefit the Jordanian state and its institutions.
The draft amended real estate ownership law for 2026 introduces provisions for electronic sales and signatures and allows off-plan land sales before construction, contingent on a bank-approved allocation certificate. Additionally, it permits land subdivision with the consent of partners holding three-quarters of the property.
Aref Al-Sa'ydeh, head of the committee, explained that the bill aims to advance the real estate legislative system, enhancing the efficiency of registration and ownership procedures in line with necessary sector updates. He underscored the importance of simplifying procedures, safeguarding property rights, and reducing real estate disputes to positively influence the investment environment.
The proposed amendments are expected to improve the functioning of joint ownership removal committees and expedite dispute resolution, ensuring fairness among partners and minimizing administrative complexities. The meeting saw the participation of several ministers, including those of Local Administration, Justice, Parliamentary and Political Affairs, State for Legal Affairs, and Finance.
