Amman: Jordan, along with the European Union and its Member States, has embarked on a significant Twinning Project aimed at strengthening the country's land administration framework. This initiative, funded by the European Union with a budget of EUR 1.6 million, is being executed by the public administrations of the Republic of Croatia, the Kingdom of the Netherlands, and the Kingdom of Spain, with the Department of Lands and Survey as the primary beneficiary.
According to European Union, the project launch is a pivotal step in Jordan's journey to modernize its land administration, bolster institutional capacity, support digital transformation, and enhance the quality, transparency, and efficiency of public services related to land and property. The opening ceremony featured speeches from notable figures, including H.E. Dr. Abdalhakim Shibli, Jordan's Minister of Finance, and H.E. Mr. Pierre-Christophe Chatzisavas, Ambassador of the European Union to Jordan, among others.
In his address, Ambassador Chatzisavas emphasized the European Union's ongoing support for Jordan's reform and modernization initiatives. He noted that the Twinning Project symbolizes the strong partnership between the EU and Jordan, reflecting the EU's dedication to fostering effective, transparent, and citizen-focused public administration. Ms. Sanja Zeku€š¬…¡¬‚¬¦¡¬¦¡ic, the Lead Member State Project Leader from Croatia, reiterated the commitment of the participating countries to work closely with Jordan's Department of Lands and Survey through collaborative efforts and knowledge sharing.
During a technical session, project experts and representatives from the Department of Lands and Survey outlined the project's three core components: aligning Jordan's land administration framework with the United Nations Framework for Effective Land Administration, developing a Jordan Land Administration Domain Model Country Profile, and advancing land administration technologies to support future digital transformation.
Speakers at the event reaffirmed the collective commitment of Jordan, the EU, and the participating Member States to strengthening cooperation in support of good governance, investment confidence, legal certainty, and improved public services. They also highlighted the EU Twinning instrument as an effective mechanism for peer-to-peer cooperation, enabling the exchange of practical knowledge, technical expertise, and European best practices.
In the project's remaining implementation period, efforts will focus on building institutional capacity, ensuring the interoperability of land administration systems, and developing legal and regulatory frameworks for more transparent, efficient, and citizen-centric land administration services. H.E. Mr. Khaldoun Al-Khalidi, Director General of the Department of Lands and Survey, expressed gratitude for the EU's support and emphasized the project's alignment with Jordan's national priorities and modernization goals.
The successful launch underscores the strong ownership and commitment of the Department of Lands and Survey and all partners involved, aiming to achieve sustainable and measurable outcomes through close collaboration and continuous knowledge exchange.
