Jordan Develops Over Seven Projects Through Public-Private Partnership Law

Amman: Director of Public-Private Partnership (PPP) Unit at Ministry of Investment, Hamza Alhajaya, announced that Jordan's adoption of the Public-Private Partnership Law in 2023 has led to the development of over seven projects within the partnership plans, focusing on key sectors such as transportation, water, education, and infrastructure.

According to Jordan News Agency, Alhajaya highlighted that successful partnerships with the private sector could potentially reduce project implementation periods by up to 30% and decrease operating costs by 10 to 20% in certain service sectors. He emphasized the importance of utilizing the private sector's flexibility and advanced expertise to expedite institutional modernization, stressing the necessity of adopting modern technologies and management tools that prioritize outcomes and enhance performance.

Alhajaya spoke during a session titled "Public-Private Partnerships and Their Role in Administrative Modernization," held as part of the Middle East and North Africa Public Administration Research (MENAPAR) conference. He pointed out that flexible regulatory and legislative frameworks that welcome constructive cooperation are essential for ensuring the success and sustainability of these partnerships.

He further stated that capacity-building for the government administrative workforce is crucial for managing complex, long-term partnerships effectively and professionally. Alhajaya mentioned that approximately 60% of the reasons for the failure of some partnership projects in the Arab world are attributed to poor administrative and technical capabilities.

Alhajaya also stated that successful partnerships should facilitate the transfer of knowledge, promote a culture of modernization within public departments, and support digital transformation as part of the administrative reform system. He noted that digital transformation in certain services has increased citizen satisfaction levels by more than 85%.
