Amman: The second session of the public sector modernization roadmap workshops took place at the Prime Ministry to review the second Executive Program for 2026-2029. Minister of State for Public Sector Development Badria Al Balbisi outlined the key pillars, including governance, regulatory frameworks, human resources, leadership, and institutional culture.
According to Jordan News Agency, Al Balbisi emphasized the significance of shared responsibility and collaboration for successful administrative modernization. She highlighted the tangible progress achieved through the first Executive Program and its impact on international indicators, establishing a framework for future implementation. The second Executive Program aims to shift from foundational efforts to execution and tangible impact, focusing on government services, data, and emerging technologies to enhance efficiency and service quality.
President of the Service and Public Administration Commission (SPAC), Fayez Nahar, discussed the central role of human resources and leadership in the reform process. He detailed transformations, such as the launch of a human resources management system, decentralization of planning, and a competency-based approach to various HR functions. Nahar also highlighted the establishment of a competency assessment center and capacity-building initiatives through digital platforms and international programs.
Nahar noted that organizational structure reforms are ongoing, with some sectors having undergone changes while others remain under review. The focus is on citizen-centric government organization to ensure effective service delivery. SPAC is implementing an organizational development system, enhancing governance, adopting shared-service models, and integrating digital and AI systems.
General Director of the Institute of Public Administration, Saham Al-Khawaldah, emphasized the need for requalifying public sector employees to lead change. She mentioned the launch of an integrated training platform and the issuance of guidelines for future leaders. Al-Khawaldah highlighted initiatives like Change Ambassadors and the Innovation Lab, which aim to foster creativity and improve government services.
The session concluded with an open discussion, where participants provided feedback and recommendations on goals, projects, and initiatives, reinforcing the participatory process and aligning with national modernization priorities. The goal is to achieve measurable improvements in public sector performance and service quality.
