Jordan Unveils Next Stage of Public Sector Corporate Culture Initiative

Amman: Minister of State for Public Sector Development Badriya Balbisi announced the launch of the second phase of Jordan's public sector corporate culture initiative aimed at bolstering institutional performance and enhancing government services. The initiative, carried out by the Civil Service and Public Administration Commission in collaboration with the Prime Ministry's Public Sector Modernisation Programme Management and Implementation Unit, is a key component of the second executive programme of the Public Sector Modernisation Roadmap spanning 2026 to 2029.

According to Jordan News Agency, Balbisi highlighted Jordan's pioneering efforts in integrating organisational culture into public sector modernisation, underscoring its significance in improving employee performance, service delivery, and decision-making processes. She emphasized that the focus is on practical application rather than theoretical discussions, aiming to enhance citizen and employee experiences and streamline decision-making within government institutions.

Balbisi also addressed the crucial involvement of ministry secretaries-general and heads of government institutions in instilling the new culture within their organizations to elevate institutional performance and public service quality. Civil Service and Public Administration Commission Chair Fayez Nahar stated that the initiative is a strategic project for 2024-2027, designed to cultivate a citizen-centered culture emphasizing achievement, innovation, integrity, and transparency.

Nahar explained that the project involves assessing organisational behavior and workplace practices, which are then translated into actionable development plans to promote institutional excellence and continuous improvement. The second phase will involve 24 government entities by 2026 and aims to create Jordan's first comprehensive national map of organisational culture across the public sector, providing crucial data to inform decision-making and guide future reforms.

The launch event featured presentations on the project's methodology and the outcomes of its initial phase, highlighting the Jordan Customs Department's experience as a model for integrating organisational values into everyday operations. Participants advocated for tangible improvements in public services through the adoption of organisational culture, drawing on international best practices to enhance internal communication and institutional performance.
