Amman:Amendments to the regulation governing electronic means in civil judicial procedures have been approved by the Cabinet as part of ongoing efforts to develop the justice system and advance digital transformation, according to Minister of Justice Bassam Talhouni.
According to Jordan News Agency, the amendments aim to modernize public administration and expand digital services. They introduce a "digital mailbox" as a new electronic means for judicial procedures, providing a structured and reliable framework for electronic notifications linked to an individual's digital identity.
The digital mailbox will be recognized as a means of judicial notification alongside other electronic methods. This is intended to speed up notification procedures and facilitate access to relevant information and documents for litigants. The amendments also regulate the legal effects of electronic notifications, ensuring their completion can be verified through electronic records.
Furthermore, the amendments expand the scope of electronic means in judicial procedures to include interoperability with government digital platforms and other approved electronic methods. They establish safeguards for verifying participant identities and proceedings' integrity during electronic court hearings.
The legal evidentiary value of electronic data, records, and documents is strengthened, eliminating the need for paper originals if their integrity can be verified. The amendments emphasize data protection and information security, updating the institutional framework and including the Cybersecurity Unit to enhance technical and security aspects in judicial procedures.
Minister Talhouni highlighted that the amendments are part of a broader effort to modernize the justice system, establishing a comprehensive legal framework for technology use in judicial work while maintaining procedural and legal integrity. The Ministry of Justice aims to continue developing judicial services for greater speed and efficiency, facilitating access to justice, and reducing associated time and costs.
