HCD, Ministry Sign Memorandum to Improve Accessibility to Courthouses

His Royal Highness Prince Mired bin Raad, Chairperson of the Higher Council for the Rights of Persons with Disabilities (HCD), and Minister of Justice Bassam Talhouni signed a memorandum of understanding aimed at improving access for persons with disabilities to justice facilities and legal services. In a statement released on Monday, the Council said the memorandum focuses on upgrading the infrastructure of the Ministry of Justice's buildings in line with the code of building requirements for persons with disabilities, ensuring easy access to these facilities. The initial efforts will include the renovation of the Salt Primary Court building and enhancing access to information for persons with disabilities, particularly through improvements to the Ministry's official website and its electronic services platform. The memorandum also aims to incorporate measures in relevant policies, strategies, and programs to ensure that persons with disabilities can fully exercise their right to litigation. As part of the agreement, personnel working in court facilities will receive specialized training to effectively communicate with persons with disabilities. The Council's technical team will conduct sensory inspections of the Ministry's buildings to assess their readiness to accommodate persons with disabilities, providing reports on necessary improvements based on the code's requirements. This memorandum is in line with the Council's obligations under the Rights of Persons with Disabilities Law No. 20 of 2017, which mandates the provision of technical support to government institutions to ensure the inclusion of the rights of persons with disabilities in their plans and services.
