Amman: The Lower House's Administrative Committee, led by MP Mohammad Salameh Alghweiri, convened to evaluate the current recruitment mechanism featuring open announcements. The meeting included Minister of State for Public Sector Development Badria Al Balbisi and President of the Service and Public Administration Commission (SPAC) Fayez Nahar.
According to Jordan News Agency, Alghweiri stated that the session was prompted by feedback from graduates about the open recruitment process, which has taken the place of hiring from SPAC's registry. Attending MPs suggested awarding additional points to applicants with older submissions during competitive evaluations and emphasized the importance of considering curriculum differences in exam preparation.
MPs also highlighted the need to address humanitarian cases and modify recruitment criteria for third-category positions. Al Balbisi remarked that effective human resource management is a vital component of the Economic Modernization Vision, with the shift towards open announcements starting between 2019 and 2027.
Al Balbisi pointed out that previous recruitment practices, which were not competency-based, contributed to the public sector's declining performance. She argued that the open announcement system supports transparent and fair competition among qualified candidates without discarding the role-based approach.
She further explained that job competencies underpin all facets of human resource management, including selection, appointment, promotion, and training. Despite offering between 7,000 and 10,000 jobs annually, the government struggles to meet the demand from applicants.
Al Balbisi confirmed that regulatory controls govern the recruitment process through SPAC, in collaboration with oversight bodies such as the Audit Bureau and the Integrity and Anti-Corruption Commission. She added that job interviews are documented in both audio and video formats to ensure transparency and fairness throughout the procedures.
