Turkey to take part in UN meeting to strengthen help for Palestinian refugees

Turkey will take part this week in a UN gathering to strengthen protection for Palestinian refugees and aid their human development, it announced Monday.

Deputy Foreign Minister Sedat Onal will participate virtually in the conference – co-convened by Jordan and Sweden – which is set to take place Tuesday in Brussels, said a Foreign Ministry statement.

The conference is meant to strengthen the mutual responsibility of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and the international community “to protect the rights and enhance the human development of the Palestine refugees, by providing the Agency with the financial stability and predictability of funding it requires to fully and effectively implement its United Nations General Assembly mandate,” the UN agency said.

‘Turkey to continue supporting Lebanon’s economic stability’

Turkey will continue its steadfast support for Lebanon’s economic stability, the nation’s foreign minister said on a visit to the capital Beirut on Monday.

Paying an official visit to Lebanon to meet with the new government, Mevlut Cavusoglu said on Twitter that his first talks in the country were with Amin Salam, the economy and trade minister.

“Our support to the economic stability of Lebanon will continue,” he added.

After talks with his Lebanese counterpart, Cavusoglu is also scheduled to be received by the country’s president, parliament speaker, and prime minister to discuss steps to enhance Ankara’s relations with Beirut, along with regional and international developments, according to Turkey’s Foreign Ministry.

On Sept. 10, a new Lebanese government was announced 13 months after the government of Hassan Diab resigned following the August 2020 horrific blast at the Port of Beirut.

Since late 2019, Lebanon has been grappling with severe domestic challenges including a currency devaluation against the dollar, along with shortages of fuel and medicines.

Labor minister, EU envoy discuss cooperation

Minister of Labor Nayef Steitieh on Monday met with EU Ambassador to Jordan, Maria Hadjitheodosiou, and discussed means of cooperation between the ministry and the European Union delegation in Jordan, especially in the fields related to labor affairs.

Steitieh highlighted the ministry’s work priorities in the next stage, stressing the ministry’s keenness to implement the provisions of the labor law to regulate the labor market and ensure that employers provide a safe working environment for workers.

Hadjitheodosiou, in turn, stressed the bloc’s readiness to support programs that are agreed upon with the ministry in areas related to providing jobs for Jordanian youth.

King bestows Order of State Centennial on Prince El Hassan

His Majesty King Abdullah on Monday bestowed the Order of the State Centennial on His Royal Highness Prince El Hassan bin Talal, in appreciation of his services and contributions to the advancement and progress of the nation during the reign of the late King Hussein, which continue to this day under His Majesty.

The honouring ceremony, which marked the birthday of the late King Hussein, was attended by Her Majesty Queen Rania Al Abdullah and His Royal Highness Crown Prince Al Hussein bin Abdullah II.

The ceremony, held at His Royal Highness’ home at the Royal Hashemite Court, was attended by Their Royal Highnesses Princess Sarvath El Hassan, Prince Rashid bin El Hassan, Princess Rahma bint El Hassan, Princess Sumaya bint El Hassan, and Princess Zeina Rashid.

MPs completes electing members of House’s permanent office

The Lower House on Monday completed electing its permanent office members in the presence of Lower House Speaker Abdul Karim Doghmi and the Cabinet.

The office consists of the speaker and his two deputies, and two assistants.

The Lower House decided to task the permanent office with naming the members of a committee to write a response for His Majesty King Abdullah’s Speech from the Throne, to be approved by the House and presented to His Majesty within 14 days.

MP Haitham Ziyadin was elected as the second deputy speaker of the Lower House with 66 votes, defeating MP Nassar Heesah, who received the backing of 57 MPs.

MP Ghazi Beddawi, and MP Rashed Shouwha were elected as assistants with 47 and 44 votes respectively.

Doghmi elected House Speaker

The Lower House Monday elected Abdul Karim Doghmi as Speaker during parliament’s first ordinary session, which was inaugurated by His Majesty King Abdullah II with the speech from the throne.

Doghmi secured 64 votes in the 130-seat chamber, defeating his rival, MP Nassar Qaisi, who obtained 58 votes, and 8 ballots were canceled.

MP Ahmed Safadi won the post of first deputy speaker after the withdrawal of his sole rival, lawmaker Hussein Harasis, during the session, which was chaired by MP Nawaf Khawaldeh, the longest serving member of the house, and attended by Prime Minister Bisher Khasawneh and cabinet ministers.

Addressing the lawmakers after the vote, Doghmi pledged to restore the key role of the House through amending the House’s bylaw on the powers of lawmakers, stressing cooperation with the government “within the framework of the constitution,” and to deal with the outputs of the royal committee to modernize the political system in “a professional and serious manner.”

The new head of the legislature thanked His Majesty King Abdullah for opening the first ordinary session and delivering the speech from the throne, which will guide the authorities to raise performance, adding “we will be of help and support for your government in implementing its programmes for the advancement of the nation.”

He commended His Majesty’s leadership for overcoming crises and forestalling sedition and emphasising the need to find a solution to the Palestinian issue, which safeguards the Palestinian people’s right to set up an independent state with Jerusalem as it capital. He also noted the King’s emphasis on solving the Syrian crisis and ending the armed conflict and terrorism in the country.

The Prime Minister congratulated Doghmi for “the confidence” of the House members, wishing him success.

He said the speech from the throne is a roadmap that sets priorities, which require that “we all work together to achieve the aspirations of our people and our Hashemite leadership.”

Khasawneh said the government will form a committee to move forward with the administrative reform process, calling for avoiding “self-lashing” and working to accumulate achievements through cooperation between the executive and legislative authorities to advance the country as envisioned by His Majesty.

The House will choose the head, deputy and two aides of its permanent office during an evening session.

Senate holds first ordinary session

The Senate on Monday held its first meeting, after His Majesty King Abdullah II inaugurated the 19th Parliament’s first ordinary session this morning.

During the session, Senators elected the members of a committee that will draw up a response to His Majesty’s Speech from the Throne. The members are: Samir Rifai, Raja’i Muasher, Ahmed al-Owaidi al-Abadi, Ihsan Barakat, and Maddallah al-Tarawneh.

“We were honored today as His Majesty King Abdullah II inaugurated the 19th Parliament’s first ordinary session, painting a patriotic scene that His Majesty is committed to renewing each year,” said Senate President Faisal Fayez.

He stated that the Senate deeply appreciates His Majesty’s wisdom, which has enabled Jordan to overcome hardships in the region, stressing that the Senate will fully cooperate with various national institutions, in light of the status quo and its economic, security and social repercussions.

He commended the great efforts exerted by His Majesty to strengthen democracy and achieve holistic development, and His Majesty’s longstanding commitment to enabling citizens to participate effectively in the comprehensive reform process.

Fayez underlined that the Upper House of Parliament will address the outputs of the Royal Committee to Modernise the Political System, with a high patriotic sense to translate His Majesty’s directives to achieve the desired reform.

The Senate, he noted, will hold an in-depth reading of the royal committee’s report, especially the draft laws for elections and political parties, in addition to two constitutional amendments to fulfill King Abdullah’s vision for the modernization of the political system.

Labor Minister, Dutch ambassador discuss cooperation

Labor Minister Nayef Steitieh on Monday discussed with Dutch Ambassador to Jordan Harry Verweij means of cementing bilateral cooperation in various aspects.

During the meeting, Steitieh delivered a briefing on the at hand areas of collaboration between the two countries, shedding light on Jordan’s human resources that are continuously being trained in order to open up new opportunities.

The envoy praised the high level of ties between Jordan and Holland, stressing his country’s keenness to build strong partnership across many sectors to serve the interest of the two countries’ people.

King inaugurates 19th Parliament’s first ordinary session

His Majesty King Abdullah on Monday inaugurated the first ordinary session of the 19th Parliament and delivered the Speech from the Throne.

In the speech, King Abdullah said, “Jordan will remain a shining example of progress, sacrifice, achievement, and overcoming challenges, no matter how great.”

His Majesty addressed senators and representatives saying they bear the responsibility of debating and endorsing the election and political parties laws, and the proposed constitutional amendments submitted by the government.

“This modernisation process is not limited to a set of laws and regulations. At its essence, it is a process of social and cultural development,” the King stressed.

His Majesty said political groupings and parties must rise to the occasion and shoulder their responsibilities.

The King stressed the need to maintain cooperation among all branches of power in accordance with the flexible separation of powers set by the Constitution.

Following is the full text of the Speech from the Throne:

“In the Name of God, the Compassionate, the Merciful,

Prayers and peace be upon our Prophet Mohammad,

Honourable Senators,

Honourable Representatives,

Yesterday marked the birthday of Al Hussein the builder, may his soul rest in peace. I ask you to observe a moment of silence in his memory.

In the name of God, and with His blessings, we inaugurate the first ordinary session of the Nineteenth Parliament, as we embark on a new stage in the process of comprehensive modernisation, to achieve the future that our honourable people and dear nation deserve.

With God’s blessings and guidance, Jordan will remain a shining example of progress, sacrifice, achievement, and overcoming challenges, no matter how great, for this is a free nation that stands proud with its sons and daughters.

Honourable Senators,

Honourable Representatives,

Experiences around us have proven that transitioning within clear programmes is the safe path of pursuing the desired modernisation, preserving achievements, and safeguarding stability. We are determined to proceed in that direction, responsibly and without hesitation or delay, to reinforce the state’s sources of strength in our society and institutions.

Over the past months, we witnessed tremendous efforts to modernise the political system. Such efforts, by the committee we had entrusted with that mission, are appreciated and are part of a wider framework of economic and administrative modernisation the government is working to accomplish. At the same time, we must also reaffirm the importance of upholding the rule of law on all, without discrimination or favouritism.

Therefore, you bear the responsibility of debating and endorsing the election and political parties laws, and the proposed constitutional amendments that the government has submitted to your esteemed Assembly, with the aim of creating an environment conducive to partisan life, thus enabling political parties to form the parliaments of the future, with a prominent role for youth and women.

This modernisation process is not limited to a set of laws and regulations. At its essence, it is a process of social and cultural development. And to ensure progress towards party-based parliaments, we have immense work ahead of us to develop parties built on feasible and measurable programmes that serve the public interest and result in active and productive engagement on all national and local levels.

Political groupings and parties must rise to the occasion and shoulder their responsibilities to achieve that. The proposed draft laws are rooted in the Constitution and include guarantees for partisan engagement, in which we will not allow obstruction or interference from any side.

And within the framework of modernisation, we must ensure the state’s national, religious, educational, and oversight institutions are fortified against partisan polarisation, so that they remain in service of the nation and its citizens away from politicisation and partisanship and protected under the Constitution.

As for economic development and administrative reform, the aim is to achieve recovery from the implications of the COVID-19 crisis, and to build a firm basis for efficient partnership between the public and the private sectors, in order to establish investments that provide job opportunities, stimulate growth, and tap into promising sectors and qualified human resources.

Honourable Representatives,

It is time to take our nation to further heights that make Jordanians even more proud of belonging to this great homeland; for this free nation, which has turned 100 years and is protected by a modern and progressive Constitution, will stand firm against the meddlers and the opportunists.

Our country has always been a story of progress and overcoming obstacles, written by the sacrifices of Jordanians. And undermining these achievements is an unacceptable offence.

Honourable Senators,

Honourable Representatives,

Security and stability are the pillars of Jordan’s strength. Our country is protected by the fearless Jordan Armed Forces-Arab Army and professional security agencies. On behalf of all Jordanians, we thank all army and security personnel, active and retired, and extend to them our deep appreciation and respect.

The Arab Army has remained loyal to its name, embodying the bravest acts of heroism to defend Palestine. The blood of its martyrs has mixed with the land and walls of Jerusalem, which has been in the hearts and conscience of the Hashemites for hundreds of years.

Jordan has been dedicated to the Palestinian cause like no other this is our duty. Jordan will continue to stand with its Palestinian brethren until they gain their full rights, and establish their independent state on their national soil.

The Hashemite Custodianship is a responsibility I am honoured to carry, to safeguard Islamic and Christian holy sites in Jerusalem. This is a commitment to our Hashemite principles and legacy, and is an embodiment of our free will and national resolve, in which we will tolerate no interference or compromise.

Honourable Representatives,

In conclusion, I reaffirm the need to maintain cooperation among all branches of power in accordance with the flexible separation of powers set by the Constitution to move forward on the paths of modernisation and development. And I am fully confident that you are aware of your responsibility at this key, historic moment, to work diligently and sincerely, and to take bold, consensus-based, and measured decisions, rooted in the national interest.

May God grant us all success, in the best interest of this proud nation and our gracious Jordanian people.

Earlier, an official ceremony was held on the King’s arrival at Parliament, accompanied by His Royal Highness Crown Prince Al Hussein bin Abdullah II.

His Majesty was received by heads of the three authorities and a number of senior officials and officers.

COVID-19 safety protocols were observed at the inauguration.

Amman mayor, Emirati officials discuss investment cooperation

Amman Mayor Yousef Shawarbeh Sunday evening in Dubai met separately with General Manager of Abu Dhabi Waste Management Center Salem Al-Kaabi and Undersecretary of the Abu Dhabi Department of Economic Development (ADDED) Rashed Al Balooshi.

The talks, held on the sidelines of the Amman City Day within the Expo 2020 Dubai, tackled ways to enhance joint cooperation and exchange expertise in the investment and environment domains.

During the meetings, Shawarbeh indicated that “the Great Amman Municipality (GAM) is proud to take part at the Expo 2020 Dubai to showcase investment opportunities that meet the needs of the city, the market and investors through its investment arm, the Amman Vision Investment & Development (AVIC).” He also reviewed the GMA’s efforts put in projects related to electronic transformation and public transport.
