Amman: The Greater Amman Municipality (GAM) has sanctioned new guidelines governing the sale and trading of horticultural products outside the Amman Central Market for Vegetables and Fruits as well as the municipality's approved electronic platform. This includes the establishment of criteria for exempting perishable horticultural products and those intended for food processing from the requirement to be sold within the central market, in accordance with the Greater Amman Municipality Wholesale Horticultural Products Markets Regulation No. (20) of 2025.
According to Jordan News Agency, the instructions issued by the municipality outline the procedures for the sale, purchase, storage, transportation, and trading of horticultural products within the municipality's jurisdiction. A prohibition is placed on the sale or trading of any horticultural product unless it is channeled through the central market or the approved electronic platform. Sellers must secure official release documents, shipping records, and storage documents, which must be presented upon request to the municipality's regulatory authorities.
The guidelines also focus on the storage and handling of horticultural products, requiring vehicles and facilities involved to undergo inspection and oversight. This ensures verification of product sources, quantities, and compliance with official documentation.
Under the newly approved criteria, exemptions for perishable horticultural products and those intended for food processing can be granted. This exemption is applicable only to products identified by the committee and requires a written request from the beneficiary, backed by documentation verifying the product's nature or its designation for food processing. Specific details regarding quantities, duration, and the beneficiary must be included.
The municipality clarified that exemptions are time-bound, purpose-specific, and subject to inspection, oversight, and follow-up. Exempted quantities must be logged in official registers managed by the Central Market Department.
The criteria empower the committee to rescind an exemption if its conditions are breached or misused. Exemption does not absolve beneficiaries from the fees set forth under the regulation, and they are compelled to submit regular data and reports on quantities marketed outside the central market.
The municipality underscored that these instructions are designed to bolster oversight of horticultural product trading within its jurisdiction, regulate their sale, purchase, and storage, and ensure transparency in their quantities and movement. The rules aim to document the flow of horticultural products through sanctioned channels, encourage adherence to applicable legislation, reduce undocumented trading, and manage the movement of products across various trading stages.
