Amman: Minister of State for Public Sector Development, Khair Abu Seileek, addressed public sector employees in a video message released on social media platforms dedicated to public sector modernization. His remarks coincided with the official publication of the amended Human Resources Management Bylaw for the public sector in a special issue of the Official Gazette on Monday.
According to Jordan News Agency, Abu Seileek emphasized that public sector employees play a pivotal role in ensuring the success of the modernization initiative, embodying Jordanian values of hospitality and efficient service delivery. He reaffirmed the directives of His Majesty King Abdullah II that administrative reform should serve as a fundamental pillar supporting both economic and political modernization.
He explained that the new human resources framework is based on key reform principles, including proactive workforce planning, a shift from seniority-based promotions to competency-based advancement, and a salary structure reflecting the relative importance of job roles.
Furthermore, performance evaluations will now be tied to an employee's contribution to their department's strategic goals rather than traditional assessment methods.
The Cabinet approved the 2025 amendment to the Human Resources Management Bylaw following extensive consultations. A specialized committee, comprising the Service and Public Administration Commission (SPAC), the Prime Minister's Office's Public Sector Modernization Unit, and representatives from 50 ministries and government agencies, contributed to shaping the final version of the bylaw.
